[Scan-DC] Annoying Alert Tone on DCFD 154.190

I just took a listen. If they slowed those tones down a bit it would sound
like a game of Pong.

I'm told that when "Muttgummery" does this, it means that the 800 digital
trunked system has gone into failsoft mode.
