Temporary flight restrictions (TFR) were issued by the FAA which 
contained the right elements to indicate a CAP "could" be active. 
However, it never happened. The F-16s  you saw departing Andrews were 
normal training missions. There were multiple flights of two F-16s each. 
All returned to Andrews by 1000. The TFR runs until 1305 local time so 
it's still possible to see a CAP but it's starting to look doubtful.
