The two major paging companies that serve DC/VA/MD are BNN (Breaking  
News Network) and 1RWN (First Responder Wireless Network.) Both can  
be found on the internet. Opinions will Coke vrs Pepsi as to which is  
better.

Poking around does show that 1RWN does do incident pages to cell phones.
