[Scan-DC] Georgetown Library on fire

Big fire at the Georgetown Public LIbrary on Wisconsin Avenue (which 
is closed, by the way, for those who commute on that).

Haven't found the DCFD scanner link online, but did tap into a 
traffic camera near the scene
