[Scan-DC] FCC Search - Inactive call signs

  When a licensed user fails to renew his license before the expiration 
date, the FCC computer software at midnight changes its classification 
to "expired" and subsequently will not be found in a General Menu ULS 
search.  It is disgraceful the number of Virginia cities and counties 
who do not renew their licenses in a timely manner.  They suffer no 
monetary penalties or sanctions for such negligence.   I am not familar 
with an "inactive" status.  I am used to seeing are "valid", "expired" 
or "cancelled" classifications.  Later if the licensed is renewed it 
reappears possibly under a different callsign.
