[Scan-DC] Hagerstown CAP Intercept?

All,
I was out walking my dogs when I heard the sound of a
fighter aircraft rapidly deaccelterating.  In the
distance, I saw the aircraft coming towards me (while
decending), do a 270 degree turn to my right, to end
up behind a smaller Cessna/Beech type aircraft on an
approach to Hagerstown Airport.
Did someone violate the P-40?
