Last time I rode through Wilmington, DE on Amtrak, 173.375 was in use there. 
The frequency was crossbanding Wilmington PD from their 800 trunked system to
VHF.  I assumed this was being done so that Amtrak PD working in the station
area could monitor local police activity.  I have not found a similar
arrangement in the Philly area where I do most of my listening.

So, if it was being used to broadcast Wilmiongton PD, one would have to think
it would still be in their mobile and/or portable radios.
