Without necessarily disagreeing, I do know a couple of people who have 
bought RS digital scanners with the store programming, and they're hearing 
what they want to hear (specifically Montgomery County police and fire).  I 
haven't seen the programming so can't say how complete it is, and I'm sure, 
with the recent changes in the FD talkgroups, that they aren't hearing 
_everything_.

I guess my point is that (again the disclaimer, without necessarily 
defending Radio Shack), the store might be a place to start!
