[Scan-DC] Strange Tone on 169.425 MHz

I'm not sure if this was discussed before but I've been receiving a
constant tone on 169.425 MHz (FM) a little greater than S-5 on the
meter w/o an amp for the past year it seems.
When I hit the internal RF-AMP button on my Yaesu FT-847, the S-Meter
jumps to 20+.
The signal is very strong from my QTH near the NW DC border in Maryland.

Any ideas would be much appreciated,
