No doubt some desense issues here; if there are other cell towers, pagers, taxis, ect. in the area (and in most urban areas, what area doesn't?) it's a likely candidate.

Simple test; turn on the attenuator, if the scanner has one - if there's no audible improvement, or the signal actually does get better, that's almost a certain sign for desense.

This strikes me as odd, as you are hardly any distance from the highest
point in Arlington, the underground reservoir not far from Bishop
O'Connell HS. I have heard that Arlington has a transmitter off Old
Dominion Blvd. near Marymount University. Do they have one at the
reservoir as well?
