[Scan-DC] MSP helo

All:  MSP helos, esp those in jurisdictions who've recently (under 5 years 
or so) moved to 800 trunking work off both the low band, in this case for 
Frederick, the old county fire system, 46.340 (Dispatch) 46.240 (Ch 1) 
46.420 (Ch 3) 46.440 (Ch 4).  The 'patch' comes into effect on those 
channels when the Helo and ground units, for whatever reason, can't 
communicate off of the 800 trunking.  The incident referred to was taking 
place in Lake Linganore at the Lake Lingaore Dam.

While everyone in Frederick County operates off the 800 trunk (including 
Frederick City PD, which has a patch ability on County PD Ch 4, IIRC, TG 
1840), the old low band system remains in place, and running, and from what 
I understand, will continue to do so until it basically breaks.   Frederick 
fire paging has now switched to 154.385, but still simulcasts on the old 
46.340.  Same way with MSP (39.400) and the Sheriff Dispatch (39.020).
