[Scan-DC] MSP helo

Searching for someone near a lake and a dam; found him around  
midnight, sounds like he'll get a ride for an emergency evaluation.  
Ops were on sheriff Ch2 (800 mhz TTID  48) Trooper 3 was patched on  
46.44 I think.
