[Scan-DC] 4739/4740 khz frequency information?

I have been hearing some form of data on 4739 and 4730 kHz that I
can't identify. I have it listed as an US Navy frequency. It seems to
span 2.5 - 3 kHz. It was a chirping sound (wooooop.... wooooop....
woooop) at regular intervals with what sounded like some type of
packet data in the background centered around 4739 kHz USB. When I
flipped to LSB, I just heard the chirps. I have heard it constantly in
the past couple days whenever I tune to it and am really curious as to
what data type it is and it's use.

Does anyone on the list know about this frequency?
