Though we are sort of off topic, I think a lot of people do not realize that
in Virginia, cities are not part of counties even if surrounded by them,
they are separate entities--this is not true in any other state though I
have heard there is something somewhat similar with parishes in Lousiana I
think. The City of Fairfax is not part of the county and neither is Ft.
Belvoir so why should they be in the county statistics? Just because they
are close? Then what about Arlington and Alexandria, they also border the
county.
For example, even though the FCC lists Fredericksburg sometimes as in
Stafford Co. and sometimes as in Spotsylvania Co., it is not part of either
one. The FCC forms do not know this and often are filled in with a county
for VA when they are not in a county.
