[Scan-DC] COG Radio Assignments

Fire talkgroup listings from RadioReference are below.  Not sure what to 
make of the DC listing; most listings indicate the COG ID in the 'Display' 
field.  DC seems to be the only active TRS that does not use this 
convention.
