I filled some of the holes on my original list, based on responses I 
received so far:

 0: DC
 1: Arlington
 2: Alexandria
 3: MWAA
 4: Fairfax
 5: Prince William
 6: Loudoun
 7: Montgomery
 8: Stafford
 9: Hosp Patches?
 10:
 11: Faquier
 12: Culpeper
