[Scan-DC] update on the weather

CSX has a southbound freight at Slater's Lane, milepost 106.5, ready to
head south for Richmond right now. This is in Alexandria, with the
mileage calculated from Richmond. The CSX dispatcher says that there is a
train ahead of the train at Slater's Lane "in emergency" beyond AF Tower.
"In emergency" means that the train's airbrakes have been applied, not
necessarily that there is some sort of disaster underway. AF Tower is a
location on the railroad, near Generous George's Pizza, where the CSX and
Norfolk Southern tracks split up. The freight train at Slater's Lane is
OK to go as far as AF.

I'm surprised to hear that the trains are running. Usually the track
inspectors go out looking for soft spots and washouts in the roadbed.
Perhaps they have already done their job.
