[Scan-DC] CAP is still ongoing

This CAP isn't very talkative - sometimes they're not. Earlier this eve I had TANKER 46 on the Nationwide FSS frequency of 255.4, which I neglected to put in my list.  Primary comms seem to still be on 228.9
