[Scan-DC] He's over Germantown Toady

Single engine Cessna 172 or 182, Blue stripe, single pilot.

He was here in the area about two weeks ago as well.

Today, there was a low wing (piper archer or warrior) passing through the area just before he showed up (white with maroon stripe).  Small planes are easily noticed because I am in the 25 mile no-fly zone.  With the exception of traffic reporters, I don't see many often.

He's been circling at about 800-1000ft, but moving slowly south west as he circles.

He was directly over me several times, no antennas noticed, or anything on the belly that would suggest surveillance equipment.

I attempted to look up the registration in the FAA registry, but the site appears to be down.
