The captain may not authorize that which is forbidden by regulations
(except in an emergency), but he *may* forbid that which is permitted by
regulations if he deems it as a hinderance to the safe operation of the
aircraft.

Depending upon where you sit in an aircraft, the hash coming out of a
scanner *might* interfere with comm or nav equipment.  (It *might*
conceivably even affect the fly-by-wire systems, though I think it
unlikely.)  It's better to play it safe and leave the scanner in your
luggage until you reach your destination.  Captains are usually amenable
to putting the comms on the in-flight audio system for you.  Just ask them
nicely.
