[Scan-DC] ARTCC center freqs in Sept MT

  While typing that file up for use in Radiomax, I saw that Larry had 134.5 and 360.7 as unknown RCAGs. These belong to the Baltimore SWANN sector, and while it might not be in the official lists, it's been active for many years, and is easily heard in the BWI area with very simple antennas.
