  I should have included this before, but I assumed - incorrectly - that most folks know how to contact Paul. He's very visible on numerous boards; the BCD396T Yahoo board, Strong Signals, ect.  But perhaps the fastest way to find him is to go to RadioReference, (register if you haven't already - it's free and painless), then go to the Uniden forum. There's a topic already opened for the firmware update. His ID there is 'UPMan'
