[Scan-DC] Rumsfeld ok'd shoot down

For those on the list but not in DC, there is an interesting story in
the Post saying the Rumsfeld gave the military shoot down authority
on May 11 for the errant Cessna.
But buried in the story are two other interesting nuggets of
information for folks on the list:
1) Communications were hampered because some unknown plane's
emergency beacon interfered with the frequency the Customs guys
wanted the pilot to use.
2) Customs is turning over its air defense duties to the Coast Guard
because the USCG has a more "military-like" chain of command.
Anyway, worth a read if you don't normally check out the Post.
