There was discussion on the list about whether an apparent Federal agency 
aircraft on this freq was a helo or fixed-wing.  It could have been 
either.  While you'll hear mostly helos on this Washington Tower frequency, 
it's also used by fixed-wing aircraft which orbit in the Washington 
security area and must stay in contact with the tower.  That would include 
fixed-wing traffic reporting planes, those on photo missions, etc.
