[Scan-DC] Reach of Fairfax signal

I guess that you have verified all of the following circumstances to make
this statement:

-	DC was notified that the chase was coming their way, and the notification
included enough facts to justify getting involved in the chase.
-	The two patrol districts that were traversed had cars that were available
at the time (not already on assignments).
-	A DC officer somewhere had knowledge of the chase, and refused to assist.
-	No one made an attempt to assist, but knew about the situation.

Does DC have its problems?  SURE!!!  Is Fairfax County perfect?  I wouldn't
bet on it.  However, statements like "DC ***naturally*** missed the whole
thing" are a little offensive.  I guess I'm just sensitive to people who are
quick to down others with a broad brush without all of the facts.
