[Scan-DC] NASA Wallops Launch Scrubbed

At 7:08 a.m., the launch of the Orion sounding rocket has been scrubbed for 
today. The upper level winds continue to exceed the allowable limits for 
launch. In addition, there are a couple of boats in the impact hazard area. 
A decision on a launch attempt on Wednesday, March 16, will be made this 
afternoon after an updated weather briefing.
