[Scan-DC] Alexandria 'conventional' ???

Freq 814.8375 -- so called Alexandria Conventional (picked this up from the
list) -- Just who/what is using that frequency.  So far I've identified
'maintenance' and a couple other 'users' with no ID.  There were several
emergency vehicles roaring past the house with no comms on this freq.  When
does it become conventional, or is it, perhaps, just for folks who don't
have access to or just plain don't USE the trunked system?  Thanks.  Vic
