I think i was probably some sort of test or Exercise.  The Registration 
N6749C comes back with the FAA address and the Party name of "SAFE FLIGHT 21 
PRODUCT TEAM" and A quick google reveals :

What is Safe Flight 21?

Safe Flight 21 is a joint government/industry effort. We are working to 
improve the safety, efficiency and capacity of the National Airspace System 
using ADS-B Technology. Our goals include:
-- Providing common, real-time traffic information to both air traffic 
controllers and flight crews
-- Working to improve the safety, efficiency and capacity of the National 
Airspace System

So baring any hard news, I'm putting money on the Test/Exercise theory...
