[Scan-DC] Boleys up on 127.275

Jack,

Callsign is "BULLY" for DC ANG F-16s. I am at work now
and they are still up on the same freq but RAVAGE are
the players now. They are heading back to ADW and just
switched Victor-1

Can't offer any feedback as to why they use commercial
freq. It does happen so it is not entirely unusual.
