[Scan-DC] Encryption on 452.525 and 452.625

The only two additional NOVA licensees in Loudoun County for 452.6250 mhz. are
the Lansdowne Conference Center and the Boeing Service Co. both licensed for
repeater operation. For 452.525 mhz. only ATCO VA, Inc., (Painting & Finishing
Services Contractor)Fairfax, low power simplex and AAA Potomac in Falls Church
B/M simplex are NOVA licensees.
