[Scan-DC] Encryption on 452.525 and 452.625

I hear this in Loudoun County.  I've heard 452.625 several times and today I
found the other freq.  I've searched the FCC database and can't find anyone
licensed nearby in VA, MD, WV or DC for 452.525.  452.625 is also Raspberry
Plains country club, not too far away, but they use a PL of DCS 506.  Does
anybody know anything about these?  The FAA center in Leesburg, an agency at
Dulles or Mt. Weather perhaps?
