[Scan-DC] New P25 control channel found in 380MHz band

Did some more monitoring of the second P25 system I have heard in the 380
MHz band (the first being WRAMC). So far these are the freqs and Talkgroups
that have been active. Heard several voice comms conducting radio tests.
