[Scan-DC] Customs Surveillance Op

All,

In the late 1500 hour and into the 1600 hour EST Customs units were 
conducting a surveillance op in the vicinity of the Baltimore-Washington Parkway and RT 
198. A "target" was observed putting something into the trunk of his car on 
RT 198 then proceeding east.

Comms were in the clear on 165.2375 (PL 100). Calls noted were Charlie 100 
(possibly Sector) and 1 India 3960.
