Mike et al,

354.8 is the low altitude UHF advisory freq for Bay Watch control at Pax 
River.  The "high" altitude freq is 270.8. Any aircraft operating in Bay Watch's 
area (Chesapeake Bay, Pax River and the Eastern Shore and Atlantic test Ranges 
off the MD/VA coasts) are under Bay Watch's control and have to check in & out 
with them as they use the restricted areas.
