[Scan-DC] News organization feed frequencies

  With few exceptions these seem mostly to be requests for IFB frequencies.  These temporary frequency assignments don't mean all of the frequencies will be used.  It is a method to attempt from each user from trashing another by using the same frequency with possible the same or different pl.
