[Scan-DC] DC PMARS Repeater

It is some type of "marker tone" that is used by some agencies when they are 
holding the air for emergency traffic only. The only problem here is no one 
knows which "agency" is using the tone on PMARS, probably without their 
knowledge. Anyway it has stopped for now!
