[Scan-DC] SPIDERS up in the DC CAP

the switch is because at 2am shaw afb was closed due to  a ice storm,tiger 
flight went to lafb,after replaced by spiders(2am) lots of a/a from tigers 
on 141.6 before that about why lafb and not adw also with huntress to mad 
dog,spiders told tiger flight when in range call ops on 138.00.
