Jeff touched on the reason (has to do with the cell restrictions); let me add a little fuel for speculation here.
What I've heard was strictly second hand, but as I understand it, GRE's basic circuit design evidently has a flaw that would allow cell band reception in parts of the milair band (even though the mode would be all wrong, along with the step, ect.). They've never addressed this weakness, and in order to get FCC approval for their scanners, they took a short cut and deleted this coverage.
It may well be that it would cost so much to do the redesign to filter out the 'cell spurs' for lack of a better term, that simply deleting the coverage was as much a financial decision as a technical one. But I guess we'll never know for sure.
