[Scan-DC] Off topic, I guess... possible cell phone scam?

Boy I guess it only happens in DC. I have never heard of this before. But if 
you have caller ID but when you look on you bill it doesnt give you the 
number. It says "INCOMMING CALL". But I would let you Cell company know 
about it so they can have and Idea of what is going on there system.
