[Scan-DC] Off topic, I guess... possible cell phone scam?

All,
Might be off topic, but it does come under the heading of communications...
and I figured that if anyone knows anything about it, someone in this group
will!
My cousin and her husband have each received calls on their cell phones:
"WHO IS THIS?"
And then the caller proceeds to tell them that he lost his cell phone and
this is _his_ number and where and how did they get the phone, etc, etc, and
the caller is gonna find them and kick their @$$ mo-fo, etc, etc...
I'm not sure what the point of this little exercise is, especially since the
cell phone records the incoming number, and what does this guy expect them
to do, say, "yeah, sure, it's your phone, come on over and I'll give it back
to you!"?
My "cousin-in-law" (the husband) got one of these calls on Thanksgiving day
at our house - I haven't talked to him since then but he was going to call
V*rizon Wireless on Friday (http://verizoneatspoop.com/) and tell them about
this and give them the number - and also was going to call the po-pos and
tell them he had received death threats (for what that's worth)...
Has anyone else run into anything like this?
