[Scan-DC] Presumed FBI plane up, Falls Church area

My guess is that these FBI aircraft are up there to provide some sort of 
surveillance relay, either visual, or radio or both to units working on the 
ground. They would make very good airborne tracking platforms to monitor tracking 
devices, visual clues etc and pass those on to agents in cars tracking the 
"targets" on the streets.

They normal fly at fairly low atitudes 1500-3500 ft.

I've heard them with Ptomoac approach/departure as they set up their 
stations. I've even heard them change to other "stations" in the area which leads me 
to believe they are supporting ops on the ground.
