[Scan-DC] Presumed FBI plane up, Falls Church area

I've never been able to correlate the plane's appearance with any other
events, nor discern any pattern to its operations other than generally
flying in wide circles, often for hours at a time, around a more-or-less
fixed point.  Of course, as a lone, occasional observer at a single
location, I have a very limited perspective.

I've seen the plane several times a year for many years, beginning well
before 9/11.  In fact, I think I've seen it *less* frequently since the
attacks, as though it had been re-deployed to a more urgent mission.

I recall an article long ago (maybe 10-15 years, or more) in a local paper
(The Fairfax Journal?) about residents in Fairfax City being curious about
similar aircraft activities over their neighborhood.  Calls to local
airports and the FAA yielded replies along the lines of "We know about it
but can't say anything more".  It wasn't until I joined this list that I
learned the flights are thought to be FBI operations.
