Doug - first off, welcome back. Do yourself a favor; get ARC250 from
BuTel Software (Scanner Master
is the master reseller). You can read about it here:

Then when the cable and software are all in place, clone off a file; you
can find Montgomery county files
on the ARC250 library page, or perhaps on the ARC250 Yahoo discussion board at:

On the CHM library page, you will need to copy the file, then unzip the
contents into the ARC250 directory.
Then have at it.
This board, as well as the Maryland forum board at RadioReference, are
the 2 busiest for our area. Between
