[Scan-DC] My 'by frequency' scanner list

Hey thanks for all the suggested additional frequencies and links.  I
think I've got them all added.  Forgot who wanted them added but I
entered the suggested railroad frequencies (RR) but I'd really prefer to
only list those that are used.

Based on some suggestions I tried to have a DC only list.  It became to
awkward to dual maintain.   So I'm back to just publishing a PDF of my
master scanner frequency database.  I call it just that instead of
calling it a DC list.   It's mostly DC but it has a few freq from my
home town in PA.

In conversations with Huntress, the TIGER flight leader does not like
the
responsiveness of the civilian air traffic controllers, complaining of
1.
being vectoring out of assigned airspace, 2. being treated with the same
priority of a civilian aircraft.  The flight leader says of the civilian
controllers "they don't understand its a fluid situation up here".
