[Scan-DC] Wx Playing Havoc w/DC area CAPs

Huntress is not AWACS.

I've heard about more and more colocation and feed swapping between
NORAD and FAA, so maybe this will change in the future.  Or it's
possible that the particular Huntress controller hasn't been trained on
the FAA screens; I'm not even sure how they are accomplishing these
feed-swaps.  Anyone have more information?

It's also possible that the wx feed isn't part of the program :-|
