   Yes, 128.7 is usually tied to 307.9.  Right now, 291.625 seems real busy 
and strong, 307.9 is also kinda busy but somewhat weaker, and 317.425 is 
weak but improving.  That could be a function of what antenna they are 
using, or the transmitter running at reduced power.  Nothing on any other 
frequency (tho on a Sunday eve that's not necessarily unusual); except 
360.7 is consistently strong and busy, as it's tied to 134.5 Baltimore 
SWANN sector.
   The squeal can happen when 2 aircraft try to talk over one another 
(remember it is AM) or it could be a transmitter fault.  There are times 
when I wish I could be a fly on the wall at the Potomac Tracon :.))
