The spot I believe you are talking about is Minor's Hill in Arlington, VA
This is from the Arlington County Historical Society:
Location of Minor's Hill: Williamsburg Boulevard at North Powhatan Street
To the northwest is Minor's Hill, so called for George Minor who lived on
the far side at the time of the Revolution. It is the highest elevation in
the County. In the fall of 1861 it was the site of a Confederate outpost.
Afterwards there was a Federal signal station at the top of the hill. Here
at the foot of the hill was a large cantonment housing the reserve force
supporting the Federal outposts in Fairfax County.

I know the locale exactly. You're not far from the highest point in
Arlington County, at which is located a reservoir near O'Connell High
School. From that south side of that reservoir, one can see the Masonic
Temple in Alexandria, 8-3/4 miles away. The Mount Vernon ARC has a
repeater on the Temple. Walking around the corner from that view, one can
see Sibley Hospital in DC. You ought to have some good reception there.
