[Scan-DC] Prankster on Citywide talkgroup early this AM

Hopefuly they found the radio before they disabled it. Cause once u disable it.
You can only re-able it only by hard programming if i am correct. I kow with
the new kenwoods you can do the same thing with DTMF. My radio guy sets his up
by the last 4 digits of hte SN. Also it's not hard to buy a radio on e-bay
anymore. It may be costly but someone would have to know alot about the radio
system to program it.
