[Scan-DC] Prankster on Citywide talkgroup early this AM

About 1:30 this morning (Friday), someone who had either stolen or
obtained a DC radio illegally was on the Citywide talkgroup (16624).  A
supervisor came on and told him he was on the Metropolitan Police
Department radio system.  The guy replied with a crude remark.  The
dispatcher repeatedly told him to stop transmitting, and that the radio
was in the process of being tracked.  She also gave him a phone number
to call so they could speak with him and suggested he turn the radio in
to the local Maryland State Police barracks or the Prince George's
County Police.  Eventually, the dispatcher told units on Citywide to
switch to 1D.  When the units had switched over, one of them asked
dispatch if they had the capability to disable the offending radio.  The
dispatcher replied that they were in the process of doing so.  I didn't
hear what eventually happened, but the gentleman did speak much more
kindly to the dispatchers as they continued talking.
