[Scan-DC] CAP UP

Have a CAP UP.

I am just getting up and logged into TeamSpeak to find a CAP up. Not sure if
over DC or NY yet but HARASS 02 was working the TANKER,

I don't have the comms yet on my rigs so the freqs are unknown to me. I am
scanning all my unknown freqs and I probably already have their freqs
identified so am not scanning them. Pretty sure HARASS is the 1st FW out of
LFI.
